There are alreadz a bunch of Android apps that display OSM data and more! Have a look at Android in the OSM wiki. Some of them are even open source, so you can have a look at. Your question is not really clear. It is better if you ask two separate questions. I will assume that you asking if it is allowed to create an Android Application using OSM data. I interpret the second part of the question as if you can use OSM data to create a map for one Country. Please change the title of your question and rephrase the content to clarifying.
