You can preview easily your maps style changes in CartoCSS with application like kosmtik if that is the concern with CartoCSS. answered 12 Dec '16, 04:40  Gagan |
Do you mean "can I modify a Carto CSS style and render some map tiles on a server local to me using that style", or do you mean something else?
If you do mean that, then yes you can, but there's not a huge amount of documentation on how. Also if you were aiming at a fairly lightweight style I probably wouldn't start with OSM Carto but with something simpler.
